Was born on December 16, 1933 in Ashgabat. Grew up in the village of Spaske, Zaporizhzhya region. In 1952 graduated from Melitopol High School, from 1953 to 1958 studied at the F.E. Dzerzhinsky Dnepropetrovsk Institute of Chemical Engineering. After graduating with honors from the Institute, worked as an engineer-technologist, a master at the Zaporizhzhya Transformer Plant, an engineer-designer of the Metallurg-Automatika Design and Design Bureau in Dnepropetrovsk. From 1960 studied at the graduate school of the Dnepropetrovsk Chemical Technology Institute, then worked as an assistant, associate professor, dean, head of the department, and since 1972 - the rector of the Dnepropetrovsk Chemical Technology Institute. PhD thesis: "Research of antifriction materials prepared based on fluoroplast-4" (Dnepropetrovsk Chemical Technology Institute, 1964); doctoral dissertation: "Synthesis of hydrocyanic acid of low-temperature plasma" (Kharkov Polytechnic Institute, 1975). Since 1984 held the position of first deputy, since 1985 - Minister of Higher and Secondary Special Education of Ukraine. Member of the Supreme Soviet of the USSR (1984-1990). From 1990 to 1999 worked as a head of department and a chief researcher at the V.I. Vernadsky Institute of General and Inorganic Chemistry of National Academy of Sciences of Ukraine. After reforming the education system in 1991, worked as the first deputy chairman of the State Committee of Ukraine for Science and Technology, and in 1997-2007 headed the Ukrainian Institute of Scientific, Technical and Economic Information of the Ministry of Education and Science of Ukraine. Corresponding Member of the Academy of Pedagogical Sciences of Ukraine (03.1994, Department of Higher Education Pedagogy and Psychology). Since 2007 was the rector of the State Institute of Intellectual Property.
The author of about 600 scientific works, including 7 monographs, 2 textbooks, 90 patents and copyright certificates in the field of plasma chemistry of inorganic substances and scientific and technical information. Under his leadership, over 40 Ph.D. and doctoral theses were defended.
